1.Add restrictions on configured devices when configuring them through fences

If the device has already been configured with this fence, it is marked in green and not optional.

2.Correction of Abnormal JT/T808 Judgment for Offline Instructions

Previously, it was determined that the message body was greater than 15 before issuing an instruction. It needs to be changed to a message body length greater than or equal to 15, which is considered a normal instruction.

3.Fixed a bug where alarm/event push was set to continue when not pushed

Bug correction that will still be pushed after the alarm/event configuration command is not pushed.

4.Fixed the issue of data not being displayed properly due to abnormal query of individual base station information
